The Commands Toolbar option becomes available once you open any screen within Vans. The options listed on the Commands Toolbar are also available as buttons on the current screen. Each can be disabled through system security by user. Also, some commands may not be available on screens by design (for example you may not be able to delete a record in some screens). Some items will be disabled depending upon the current status of the screen. For example the Delete Record option will not be available if a record has not been displayed yet.
