BI Tool > Settings > Administrator > Users
The role of Administrator can only be assigned by another Administrator. If you want to grant a user administrator functionality, turn the Administrator switch to Yes and ensure the Disabled switch is set to No.

To assign View Only access to a user, set both Administrator and Disabled to NO.
